Midyear Cadre - Improving Outcomes for Students with Complex Support Needs

State teams review/update their team plan and highlight any goals/activities that specifically target students with complex support needs – prior the Oct. 23rd meeting with members of their state team

Why does NTACT host a mid-year meeting with State teams and who should attend?

This year the Mid-Year Cadre Meeting is intended to provide interdisciplinary teams with an opportunity to (a) consider progress on their capacity building or technical assistance plans to improve student outcomes in their state, (b) increase their knowledge of effective resources, practices, and activities that support successful post-secondary outcomes for students with complex support needs (c) connect with peers from other states.

While team configuration at the Cadre Meeting is often smaller than the Capacity Building Institute, team members may include representatives from state or local special education, state or local career and technical education, state or local vocational rehabilitation, state or state or local secondary education, institutes of higher education (personnel preparation faculty or disability services or program personnel), parent training and information centers, youth organizations, state or local developmental disability or mental health…any organization or individual serving as a stakeholder in the State’s improvement activities regarding outcomes for students and youth with disabilities. 

Interdisciplinary state teams will:

  1. Increase knowledge regarding how IDEA, WIOA, and the CMS-HCBS Final Rule can impact the planning and support of students with complex needs
  2. Increase knowledge of effective cross-system resources, strategies and activities for students with complex support needs to achieve  successful post-secondary outcomes
  3. Address state planning strategies to include and/or enhance successful post-secondary outcomes for students with complex support needs
  4. Share progress and challenges with TA providers and state colleagues on capacity building plans to improve outcomes for students with disabilities

NTACT CTE Perkins V Plan Collaboration Summit

NTACT-hosted, CTE Perkins V Plan Collaboration Summit will provide an opportunity for interdisciplinary teams comprised of state and local partners work collectively to operationalize Perkins V plans for access, equity, and inclusiveness for students with disabilities.

While the summit is being hosted adjacent to the Association for Career & Technical Education's (ACTE’s) CareerTech Vision 2019 conference in Anaheim, California, the NTACT event and content are separate from ACTE’s CareerTech Vision 2019 and requires a separate registration to attend.

Intended Participants

  • State-level agency personnel focused on secondary transition-age students (14-21 or older) in Career and Technical Education, Vocational Rehabilitation, and Special Education
  • Other state agencies that support programming for transition age students (e.g., Mental Health, Developmental Disabilities)
  • Local Education Agency representative(s) to support planning for implementing the Perkins V plans


Participants will work in state and local cross-disciplinary teams of special education, vocational rehabilitation, and career and technical education to develop a Perkins V implementation plan that:

  • ensures students with disabilities have access to and can persist in CTE programs and curriculum;
  • fosters collaboration across building-level and agency partners;
  • outlines strategies for data sharing and data use; and
  • supports teachers and school professionals in providing students with disabilities’ high quality, differentiated instruction for 21st century employability skills.

Registrants can stay at the Sheraton (where the NTACT CTE Summit will be taking place) or any of the other ACTE designated hotels...

2017 Mid-Year Cadre Meeting

This meeting is sponsored by NTACT. The Mid-Year Check and Connect Cadre Meeting is for interdisciplinary State teams, focused on improving outcomes for secondary youth with disabilities. The meeting is a follow-up to the Capacity Building Institute hosted in May, 2017.

The Cadre Meeting will be held at the Hyatt Regency, Milwaukee. See for more details. (Reserve under room block for "DCDT" code $159/night rate). Book by September 26th to ensure a room at the conference rate!
