Competitive Integrated Employment

A dynamic toolkit of guidance and resources, providing a framework to assist State and local teams in collaboratively implementing transition services to improve post school employment outcomes for students with disabilities.


A collection of guidance and specific examples for state and local teams to use to improve their programs and services by determining what is working, what is not working, and what needs to be changed or replicated.

I-13 Data Toolkit

This toolkit is an update to a resource developed by NSTTAC and the Data Accountability Center. It includes resources from States and guidance on collecting quality Indicator B-13 data, to improve decisions made from these data.

Interagency Agreement

Guidance on the development of the formal interagency agreement between the vocational rehabilitation and education agencies as part of the implementation of the Workforce Innovation and Opportunities Act.

Postsecondary Education and Training

Intended as a resource for any student with a disability, family member, service provider, or educator of a student with a disability, to consider options and plan for PSET access and success.

Resource Mapping Guide

This resource is intended to guide teams in identifying and aligning resources, as well as clarifying roles and responsibilities in the provision of seamless transition services for students and youth with disabilities.

This toolkit will provide examples, guidance, and planning resources for educators, service providers, and students in planning and implementing a school-based enterprise work experience for students with disabilities.

School Completion

This toolkit will provide resources to assist schools in efforts to improve graduation rates and reduce dropout rates for students with disabilities.

Student Progress Monitoring Toolkit

Data-Driven Decision Making (DDDM) in education and service delivery is critical to quality practice. This toolkit provides an overview of the importance of data-driven decision making in education and services for middle and high school students with disabilities. 

Team Leader Sustainability

Guidance to assist state and local transition team leaders as they effective build, implement, and sustain team plans to improve services for secondary students with disabilities. The toolkit provides guidance on team structures and planning to sustain the work through turnover and policy changes.

Transition Assessment

Now in its fourth edition, the toolkit overviews the purposes and process of transition assessment and provides guidance for practitioners in selecting and using formal and informal assessments to help students and families plan for their future after high school. 

Transition Fair

A practical guide, including descriptions and detailed planning tools, for local educators and leaders who are thinking about, in the process of, or looking to improve a transition fair.

Transition Institute

A transition institute is a strategy for building capacity in a state to improve practice. It integrates professional development, data-based decision making, and collaborative strategic planning. This toolkit guides a state team through every step in the planning, implementation, and evaluation of statewide transition institutes.
