Pennsylvania's commitment to continuous improvement is exemplified by the positive trends across four indicators.

State Need/Relevant Indicators: Indicators B-1 (and 17), B-2, B-13, B-14

Pennsylvania’s efforts around Part B Indicators 1 (and 17), 2, 13, and 14, as outlined in the State Performance Plan/Annual Performance Report (SPP/APR), are focused on improving educational and post-school outcomes for students with disabilities, with evidence of progress over time.

Practices Implemented & Results

  • For Indicator 1 (Graduation Rates), PA has implemented targeted strategies such as early identification of risk factors (early warning systems) and intervention, increased access to rigorous academic programs, and professional development for educators to enhance instructional practices, resulting in steady increases in the percentage of students with IEPs graduating with a regular high school diploma.
  • For Indicator 2 (Dropout Rates), PA has reduced dropout rates through initiatives like mentorship programs, personalized learning plans, and enhanced family and community engagement to keep students connected to their education.
  • For Indicator 17 (State Systemic Improvement Plan) Pennsylvania’s efforts are strategically targeted at LEAs that have historically experienced the lowest graduation rates and highest dropout rates among students with disabilities. The state is implementing coherent improvement strategies aimed at addressing these challenges, with a particular focus on the deployment of an early warning system. This system allows for the identification of at-risk students by tracking key indicators such as attendance, behavior and course performance, enabling schools to intervene promptly and effectively.
  • In addressing Indicator 13 (IEP Transition Components),the state has shown improvement by providing consistent training and resources, as well as coaching educators on best practices in transition planning, ensuring that IEPs are compliant and focused on meaningful, measurable postsecondary goals.
  • For Indicator 14 (Post-School Outcomes), PA has strengthened data collection and analysis systems, partnered with stakeholders to incorporate exit questions into the Summary of Academic and Functional Performance (SAAFP), and developed follow-up strategies for recent graduates, demonstrating sustained progress in the percentage of youth achieving success in employment or post-secondary education and training.
