The purpose of this capacity building guidance for state interagency strategic planning is to support State Education Agencies (SEAs), Vocational Rehabilitation (VR) agencies, LEAs, and partners to:
- strengthen SEA and VR capacity to collect, analyze, and use high-quality transition data;
- increase capacity to deliver high-quality professional development and technical assistance;
- strengthen youth and family engagement as authentic partners in transition systems; and
- expand career pathways, work-based learning, internships, pre-apprenticeships, and apprenticeships.
